you need to try to fill in the tears or glue the rips and missing foam maybe band-aid them with a patch! before you add the 1/2 inch foam to make it smoother ! can't wait to see other comments on this without replacing all the foam. Question how big is your hem? It may need to be trimmed ! you could do as @Adam12 said trim back the foam .

I agree with @JimmieJoe 1/2 inch foam to keep the shape do not stretch just let it flow with the chair.

no worse than that is i would almost get a sharpie and color it in !
Let the criticism begin on my answer.

For a true fix , you would have to take apart and replace all the piping, cause if that part is chipping it wont be long till another spot will be.

You can buy the cording. At Albright supply.
If it’s for outside. You do not want the cotton. You want the marine cording. The hard piping.

Make sure you have the right tools . I used a regulator on the folds . but you can make one of those. Do not use the cloth pattern as a pattern . Because the vinyl will fold differently.
Take your time. The corners you may have to make some cuts , to get it to lay right. measure , measure , measure.

Material cost , mainly. Think about electricity, time you can be a little cheaper on. Cause it’s a learning time too. Just kind of write it down keep a list.

Okay , If you do try it let me know how it works, always looking for something new, or some tools, i haven't tried. one of my newest tools is the decorative furniture tacks gun , and since i got it not one job that requires them . ha , I'm ready for when i get a job.
